🎓 2. EDUCATIONAL QUALIFICATION (STATUTORY)
Junior Overman (Trainee)
- Diploma in Mining / Mining Engg. (recognized by Central Govt).
- Valid Overman's Certificate of Competency (DGMS) under Coal Mines Regulation 2017.
- Valid First Aid Certificate.
- Minimum marks: 60% (UR/OBC) / 50% (SC/ST) aggregate in Diploma. No rounding off.
Mining Sirdar (Selection Grade-I)
Option A:
- Diploma/Degree (any subject except Mining) + Mining Sirdar Certificate (DGMS) + First Aid.
Option B:
- Diploma in Mining + Overman Certificate (DGMS) + First Aid.
📛 Local Language (Hindi) mandatory: SSLC / 10th certificate showing Hindi as subject or medium.
📌 CGPA conversion: 6.0/10 = 60%. Aggregate of all semesters. Private diploma prior to 1987 considered only if admission before AICTE statutory.
✅ Note: All qualifications must be from Indian institutes recognized by AICTE/DGMS. Equivalent/combination branches not allowed.
📅 3. CRUCIAL DATE
Crucial date for age, reservation, fee concession, etc.: 01/02/2026 (first of the month in which notification issued).
🔞 4. AGE LIMIT (as on 01/02/2026)
Post UR OBC (NCL) SC ST Junior Overman (Trainee) 30 33 35 30* / 35** Mining Sirdar (SG-I) 30 33 35 35 - *ST applying against UR vacancy (no relaxation). **ST applying against reserved ST vacancy (relaxation 5 years).
- Relaxation for Ex‑Servicemen as per GoI guidelines; max age 58.
- Internal NLCIL employees need 2 years service left as on crucial date.
- OBC (NCL) candidates must upload valid certificate issued on or after 01/04/2025.
💰 5. PAY SCALES & CTC
S1 Grade (Junior Overman)
₹31,000 – ₹1,00,000 | CTC ≈ ₹8.64 Lakhs p.a.
SG1 Grade (Mining Sirdar)
₹26,000 – ₹1,10,000 | CTC ≈ ₹7.25 Lakhs p.a.
Additional benefits: Unified Incentive Scheme (annual), free medical treatment for self & dependents, Group Insurance, eligible residential accommodation (unfurnished) at standard rent in company townships (subject to availability).
📍 6. PLACE OF POSTING
Initially posted at Barsingsar Project, Rajasthan. However, selected candidates are liable to work in any Unit/Area/Place in India or abroad under NLCIL or its Joint Ventures/Associates/Subsidiaries.
⚖️ 7. RESERVATION & RELAXATION
- SC/ST/OBC(NCL)/Ex‑Servicemen reservation as per GoI guidelines.
- SC/ST/Ex‑Servicemen exempted from application fee (but must pay processing fee).
- Upper age limit includes relaxation: SC/ST +5 yrs, OBC(NCL) +3 yrs.
- Ex‑Servicemen relaxation per GoI, max age 58.
- OBC (NCL) certificate must be valid and obtained on/after 01/04/2025. OBC Creamy Layer not entitled to concession – must apply as UR.

🏡 9. PROJECT AFFECTED PERSONS (PAPs) – BONUS 20 MARKS
Eligibility criteria (all must be met):
- Candidate (i) handed over land/house with house site to NLCIL, and (ii) not availed permanent job on PAP quota / One Time Rehabilitation Grant (OTRG) / Annuity in lieu of employment.
- Land Awards passed on or before 27/08/1991 (Barsingsar) or 03/04/2013 (Bithnok).
- Awardee should be legal heir / owner. Includes Awardee, spouse, son, daughter, grandson, granddaughter; son‑in‑law/daughter‑in‑law if no living son/daughter; legally adopted child if no descendant.
- Only one PAP/member/legal heir per Khata/genealogy/ROR (even if multiple Khata).
- If husband and wife both land owners, either is eligible.
Mandatory documents for PAP claim:
- PAP Eligibility Certificate (prescribed format) issued by Project Head of Barsingsar/Bithnok.
- 12(2) Notice of Award / Land Awardee Certificate.
- Community Certificate (if SC/ST/OBC).
- Ration Card, Aadhaar Card.
- If awardee not alive: Death Certificate + Legal Heir Certificate + notarized consent of all other legal heirs (format enclosed in notification).
- Land document/Patta/RoR acquired – unregistered documents not accepted.
Note: PAP from khatas where employment already given by NLCIL will not be considered for bonus marks. If one person from PAF employed in NLCIL not through LA scheme, another member eligible.
🏥 10. MEDICAL FITNESS
Every provisionally selected candidate must undergo Pre‑Employment Medical examination by NLCIL's Medical Officer as per health standards. Rejection if found unfit to work in mines under The Mines Rules, 1955.
📋 11. GENERAL CONDITIONS
- Only Indian Nationals eligible.
- Qualifications from Indian Institutes recognized by AICTE/UGC/DGMS.
- Candidates from Govt/PSUs must produce NOC at document verification.
- NLCIL reserves right to relax conditions, cancel/modify recruitment, increase/decrease vacancies.
- SC/ST/Ex‑Servicemen appearing for written test will be reimbursed sleeper class rail fare (shortest route) on production of proof.
- Candidates removed/terminated/deserted from NLCIL not eligible. Resigned candidates may apply if they meet eligibility.
- Voluntary retired candidates from CPSE/PSU may apply subject to repayment of VRS compensation as per rules.
- False information or suppression leads to rejection/termination at any stage.

Terms and Conditions of Contract
The engagement of selected candidates shall be purely on a contractual basis and will be governed by the following terms and conditions:
- Contract Period: The initial period of engagement shall be for a maximum period of three (03) years or till the candidate attains the age of 60 years, whichever is earlier. The contract period may be extended based on performance and organizational requirement.

Consolidated Remuneration:
The selected candidates shall be paid a fixed consolidated monthly remuneration as per the post:
- CE-07: ₹1,00,000/- per month
- CE-06: ₹80,000/- per month
- CE-04: ₹60,000/- per month
- Attendance & Salary: Payment of remuneration shall be based on actual attendance. Proportionate deductions will be made for any absence.
- Age Limit & Relaxation: Maximum age shall be as per the post. Age relaxation shall be applicable for SC/ST (5 years), OBC-NCL (3 years), PwBD and Ex-Servicemen as per Government of India rules.
- Medical Fitness: Selected candidates must be medically fit and shall undergo a medical examination at NMDC’s authorized medical facility.
- Accidental Insurance: Candidates will be covered under a suitable Accidental Group Insurance Scheme for accidents occurring during the course of employment.
- Medical Benefits: Out-patient medical expenses for self-treatment up to ₹35,000 per annum shall be reimbursed as per company policy.

Leave Entitlement:
Contractual employees shall be entitled to:
- 12 days of Casual Leave per calendar year
- 20 days of Medical Leave per calendar year
- HRA & TA/DA: House Rent Allowance (HRA) and Travelling Allowance / Daily Allowance (TA/DA) shall be admissible as per NMDC rules during official tours.
- Termination of Contract: The contract may be terminated by either party by giving one month’s notice or payment of remuneration in lieu thereof.
- Other Employment: During the period of contractual engagement, the candidate shall not undertake any other employment, assignment, or consultancy.
- Statutory Deductions: All statutory deductions shall be made as applicable under prevailing laws.
- No Additional Benefits: Apart from the benefits mentioned above, no other monetary or non-monetary benefits shall be admissible.

1. Notification Overview
Damodar Valley Corporation (DVC), a Government of India Public Sector Undertaking, invites online applications from experienced mining professionals for engagement as Overman (Contractual) for its coal mining projects.
The engagement is purely contractual and intended to support DVC’s expanding open cast coal mining operations across Jharkhand and Odisha.
2. About Damodar Valley Corporation
Established in 1948, Damodar Valley Corporation is India’s first multipurpose river valley organization. Headquartered in Kolkata, DVC operates across Jharkhand and West Bengal.
DVC functions as a vertically integrated power utility with diversified operations in coal mining, thermal and hydel power generation, renewable energy, power transmission and distribution, water resource management, and soil conservation.
DVC commenced its coal mining operations in 1951 and presently operates multiple strategically important coal blocks with a combined peak rated capacity of approximately 61 million tonnes.

5. Educational Qualification
- Diploma in Mining Engineering from a recognized institute.
- Valid Overman Certificate of Competency issued by DGMS for Coal Mines under CMR 1957 / CMR 2017.
- Valid First Aid Certificate issued by a DGMS-recognized institute.
6. Experience Requirement
Candidates must possess a minimum of three (03) years of post-qualification experience as an Overman in Open Cast Coal Mines.
7. Age Limit
The maximum age limit shall not exceed 55 years as on the closing date of the online application. Age relaxation will be applicable as per Government of India rules.
8. Contractual Terms & Conditions
- Initial engagement for a period of five (05) years.
- Extension up to two (02) additional years based on annual performance review.
- No entitlement to regular or permanent absorption in DVC.
- Accommodation may be provided subject to availability (HRA not admissible).
- Medical facilities available only at DVC hospitals without reimbursement.
- Employee Provident Fund (EPF) provisions applicable as per statutory rules.
- Contract may be terminated by either party with one month’s notice.
9. Selection Procedure
Selection shall be carried out through Interview and/or Skill Test. DVC reserves the right to conduct additional screening or trade tests, if required.
